You need either a Refugee Travel Document or Certificate of Identity from the Canadian government (likely the latter). If you have your expired or cancelled passport with the visa in it, you can bring that with you along with the travel document. If you do not have the passport you will have to apply for a new visitor visa.

Normally 16 years of age is considered the age at which you can travel without your parents’ written consent, however some countries may regard 18 years of age as the age of majority for travel. You should check with the country you’re travelling to or get a consent letter to be safe.

You may get your passport back when you get your PR Card but it could be later as well.

You can definitely try again. You should provide all of that information you mentioned as part of your visa application. Show the PR Card too, thought that will likely not help to the extent that you hope. It’s the refugee travel document which is probably the issue.

I am from Pakistan and became Permanent Resident of Canada almost a year ago through refugee protected person program. I was delivered my home country’s passport together when they issued me PR card. My passport is still valid till September 2018. I intend to travel Denmark to get married to Pakistani girl who is coming to Denmark from Pakistan to marry me. I spoke with an Immigration officer in immigration office couple months back and he told me that I can use my home country passport to travel overseas since its valid. I just want to reconfirm whether it will be safe to use my Pakistani passport to travel to Europe or elsewhere other than Pakistan? My second question is that when someone applies for travel document, does he surrender his/her home country’s passport?
As long as your passport is valid, you can travel. You will need a visa to travel to Denmark but, otherwise, there shouldn’t be any issues.
Since you received your passport back, you do not need a travel document. If you do want to apply for one, you will have to surrender your passport. You will then have to check with Denmark as to whether or not you need a visa with that travel document.

Your wife will need to apply for a US visa. She can do it from Ukraine or from Canada after she arrives. Visas are usually multiple entry and valid for a long period of time.
I currently hold a valid PR card. I am interested in travelling to the Dominican Republic. I was wondering whether a valid Refugee Travel Document would suffice, along with my PR card. According to the DR embassy, an entry visa is given, to those holding a PR card, but a valid passport is required. Would the Refugee Travel Document replace the required passport?
You should contact the Embassy of the DR in Ottawa to confirm that you can use your Refugee Travel Document to go to the DR. It’s up to them. (Don’t ask your airline as they may not know.)

If you were not informed in writing as to the reasons why your Canadian Refugee Travel Document application was rejected, you can try calling Passport Canada at 1-800-567-6868 to see if you can find out what you did wrong.
Alternatively, you can file an Access to Information request to see if you can get access to the file notes.
