I have a permanent resident card and will be expiring on January 17, 2017. I am planning to go to US on January 27, 2017. I already have applied for my Canadian citizenship last October 2016. I already have my application number given to me by immigration Canada. Do i still need to renew my PR card?

Whether or not you still need a PR Card depends entirely upon how you are travelling back to Canada on the 27th. If you are driving, you will be fine to re-enter Canada without a PR Card (but bring a copy of your COPR just to be safe).

If you are flying, taking the bus or the train, you need a PR card to re-enter Canada even though your citizenship application is in process.
