My grandma had the Canadian passport, but she died since 2004. Can my mother still get the passport after her death, noting that the brothers of my mother have both the Canadian passport more than 15 years ago.

Your mother will have to first apply for a citizenship certificate and to do so she will need her long form birth certificate, with your grandmother’s name on it, and proof of your grandmother’s Canadian citizenship: a birth certificate, a citizenship card, something of that nature. She will also have to prove her identity.

Once she has the certificate, only then can she apply for a passport.
