I live in Puerto Vallarta Mexico and need to submit my passport application, however the consulate is open only on hours that I am at work. My parents who are actually my foster parents and have been for the last 20+ years but we have no name in common so I know w close family can submit a passport for a family member but in this case, I am unsure. Can I write a letter? The only thing linking us legally here is that they were the witnesses on my sons birth certificate as his grandparents. Can I have them submit it.

According to the Embassy’s site, you can submit your application by courier to the Embassy. It does not appear as though you can submit your passport application directly through the Consular Agency in Puerto Vallarta, though it says you can pay there. You should call the Consular Agency at 322 293-0098  or 322 293-0099.
