My father took my Canadian passport application into the passport office in Edmonton. He was told everything was in order, but that he could not drop off my application because there was no letter. I have searched high and low through all online documentation and see nothing that states I needed to write such a letter or even what is was supposed to say or do? Was he misled? Where do I find this mysterious requirement documented?

It’s true, adults need to give permission to other family members to drop off or pick up their applications for them. The Canadian government keeps changing their website, so the page with the specific requirement is hard to find. The letter needs to state that you give your father permission to drop off your passport application. He will have to show ID.
