I applied for the PR card while in Canada on a Post Graduate Work Permit. According to the processing times on the CIC webpage. it’s taking 44 days. Is this to know that the application has been approved/refused, or to get the actual PR card?

As someone in Canada on a Post Graduate Work Permit, you are not eligible for a PR Card. So one of two things has happened:

  1. You submitted a PR Card application thinking it was an application for permanent residence. If this is true, the application will be refused. You need to apply for permanent residence through Express Entry.
  2. You submitted an application for permanent residence. If this is true, the PR Card processing time you were looking at is not for your application. Express Entry average processing time is 6 months from the date you submitted your application (not your profile). Your PR Card will only be processed after you have received permanent residence. So it will be 46 days after those 6 months.
