Let me try to answer your questions:
- If he just has a return ticket and money, that won’t work. He will need proof of ties, such as proof of employment, or a lease/deed, that kind of thing.
- If you decide to marry in Canada, you can sponsor him immediately after the marriage, from within Canada. He will need to renew his visitor visa if you plan to travel outside of Canada.
- He can apply for a work permit immediately if you sponsor him “inland.” The application usually takes 6-8 weeks (whereas the entire application takes about 27 months).
- Outland currently takes 24 months, so there isn’t much difference in time. The important difference is that you can appeal outland. You cannot appeal inland.
- He can come to Canada during the outland process if he gets a visitor visa (and can prove he will return to Jamaica at the visa’s expiry).
